In circulars n. 53/02-08 dated May 27,
2007 and 60/02-08 dated December 7, 2007, we announced and provided information
on the celebration of the “XII General and V Elective SFO Chapter”.
In our last circular n. 67/02-08, dated April 26, the General Minister,
Encarnación del Pozo, convoked the General Chapter in conformance with our
legislation.
In this circular we are providing you
with the logistic and organization details of the Chapter and the following
enclosures:
a) Financial aspects
a.1) Participation fee for SFO International
Councillors
On the basis of the information in
circular n. 60/02-08 sent in December 2007, we confirm the participation fee
for the National Fraternities:
a.2) Participation fee for Youfra International
Councillors
The participation fee for the 6 Youfra
International Councillors is:
a.3) Details of the Participation fee:
The participation fee us a bulk sum,
therefore it must be paid in full even if you do not wish to be accommodated at
the Chapter Venue or have meals there, and includes:
1) Air
or train ticket
• If the cost of the ticket is lower than the participation fee the capitular
will pay the
difference between the two
amounts;
• If the cost of the ticket is higher than the
participation fee the difference will be
reimbursed to the capitular.
2) Accommodation
in double room with:
Bathroom
• Internet connection.
3) All meals.
• From dinner on November 15 to lunch on Saturday, November 22, 2008.
4) Transfers
• From the airport to the Chapter Venue and vice-versa; trip to Esztergom on the
Anniversary of St. Elizabeth of Hungary; tour of Budapest.
5) General expenses for the
organization of the Chapter.
• Simultaneous
translation, equipment rental, materials
and documents, etc.

It is absolutely necessary for all Capitulars to take up an
international health insurance against the risk of illness or injury to cover
any expenses which may occur as the result of an infortunate circumstance.

Visas

Official Invitation
Letter:
Those brothers
and sisters coming from countries requiring a visa to enter into Hungary are
reminded that they must receive an "Official Invitation Letter" from
the Chapter venue. This letter will be sent by the National Council of Hungary
and must contain the personal data requested in our circular n. 60 dated
December 7, 2007. We cannot guarantee that those participants who have not yet
sent their personal data will be able to receive the Official Invitation Letter
in time to obtain their visa.

The
following offices will be voted for during the General Chapter :

1 Youfra Councillor
The
Presidency Councillors will be elected as provided for in the Statutes of the
International Fraternity of the Secular Franciscan Order. The General Chapter
will determine the areas to be represented in the next 6-year term:
geographic-continental, geographic-linguistic and geographic-cultural (Encl. 9).
Enclosed herewith is a form to be used
only by the constituted National Councils with the purpose of nominating
temporary professed members to cover the various offices.
The aim of this survey is to make it
possible for as many SFO members as possible to participate in the election of
the Presidency Council and to have a starting point facilitating a serene,
constructive and responsible dialogue during the Chapter.
The criteria on which to base your
proposals can be found in the document entitled "For the celebration
of the Elective Chapter" (Encl. 2).
We remind you that although it is
opportune to have the consent, in principle, of the persons nominated, their
position will not actually become effective until they asked by the General
Minister, president of the elective sessions,
if they accept the office.
f) Other aspects
At
the time of the Chapter the weather in Hungary will be very cold
so please remember to bring adequate clothes and shoes as well as an
umbrella. Those capitulars coming from
hot countries who do not possess this type of clothing and are not in a
position to purchase it can inform the CIOFS Secretariat indicating their size
so that the National Council of Hungary can provide adequate clothing for their
stay in Hungary. It is very important that you take this into account with
Franciscan simplicity.
We are at the complete disposal of
those Capitulars who require additional information.
Dear Brothers and Sisters, the CIOFS
Presidency has provided you with the documents and information required for
adequate participation in the Chapter. Now a period of hard work and deep
reflection awaits all of us. The
Capitulars will have to accomplish all the necessary requirements and prepare
themselves with dignity for this important event for the life of our Order; the
National Council of Hungary will be busy with the organization of the Chapter
"in situ"; the CIOFS
Presidency and General Secretariat be attending to all the general preparatory
aspects.
Sursum corda! We will succeed if
together we invoke the intercession of St. Francis of Assis and St. Elizabeth
of Hungary, who will not fail us if we do our part, and please do not forget to
continuously recite the Chapter Prayer to the Lord.
